I've run into that problem too-there are quite a few excellent GUI mods out there and it is hard to choose. It seems every time I settled on one and said "This is the one!", one of our talented modders would come out with another one. I've tried OLC, magui, ACM. All are excellent.
One thing I've found is all have their good points and bad points. If I had the time and a little more modding knowledge(ok...a lot more knowledge

), I'd take the parts I like of all the GUI mods and make my own.
The best thing to do is just play around with all of them and see which one fits you best.
As far as the best one to use when learning-I assume you mean learning manual targeting-I'm not sure. When learning, simpler might be best until you get more experience and get the basics down.
I cut my manual targeting teeth on ACM with map contacts turned on, if that is any help.

) It doesn't have the wheel thingy on the scope like OLC's and the like. It is a more visual type mod-you rely more on the eye to determine range and AOB. With practice, it becomes fairly easy within the limitations of the game and a 2D screen.
I made a handheld whiz wheel a while ago and use it quite a bit with SH3 and even when I play SH4(more for courses, AOB's and such).
