About the Mission Editor, it looks like it doesn't appear in the download version of Steel Fury. But never fear, you can create a shortcut to get it:
Pay attention to these entries:
Target = "<
Steel Fury Game Folder>\bin\rel\shell.exe" root\programs\misedit.program
Don't leave out the "quotes"!
Start in = <
Steel Fury Game Folder>
