A well-trained dog will never run away when called. A really well-trained dog won't try to "get out" because it has no desire to do so. It has been trained to understand that it has a limited "jurisdiction", so to speak. Not harshly-trained, mind you, just in case anyone gets the impression.

All posited scenarios aside, it is not our place to judge someone's nature on the basis of a rant about things that happened to them in the real world where, as I'm sure we are all aware, stuff happens.

Yup, dog is usually chained up. She snapped a 3/8" steel rope today. I was going to replace it tomorrow anyways. I usually have to replace it every six months. German Shepard. And no, I didn't train her that well. She's very head strong and we failed to break that from her early. Our fault.

And I normally don't lock my car door at home. Haven't for 20 years. I just don't. But why somebody would stick it in the car door instead of the mailbox 15 feet away is beyond me.
