Usually, unless you have money in a paypal account, it's just a proxy for a credit card anyways. Either way it should be instant like a CC. Sometimes you can link it to a bank account directly, and that may be the delay, but I've never had it happen that way, I've done all 3.
In fact, I've even had a paypal CC, that went through that CC to paypal to my real CC which went to my bank account. All for more points and rewards.
