The fastest way to up your FPS is to shutdown all uncessary services. Assuming you're using windows, right-click on my computer, go to manage, click down to services and stop everything with a status of started that you don't need.

I only have pci card from ATI. It's not the best but doing the above has upped my rates to the mid twenties and up.
