I haven't had the problem yet and I use RuB 1.44 with Harbor Traffic 1.46 (for RuB). I run it all on SH3 Commander 2.2 not 2.1. I don't know if that makes a difference but install the latest version of SH3 Commander and see what happens.

Also make sure your using the Harbor Traffic version for RuB. That might also have something to do with it.
