It is indeed random. Yes, the size of the crew is matched to the size (and type) of ship. Remember that Commander grew slowly from doing just a couple of things to the beautiful monster it is today.

That's a good way to look at it. It would be nice if it was tied to the weather as well, but I don't think Jaesen is planning to do any more updates, ever.
