If so, and I'm not sure it is, something has been changed in the files, with or without your knowlebge. Might not hurt to look into what mod may have altered the file, and then go to the source. Or start checking modifications to your game, most recent first.

GWX changes it to 10x. In reality all periscopes were 1.5x and 6x.
