When you start a patrol the weather is always good because they screwed it up. If what you say is true then it would always be clear when you returned as well. The land does keep the wind out, which is why they call it "safe harbor", but the game doesn't reflect that either. If a storm is raging when you return home, it will be raging inside the harbor and even inside the sub pens, which is totally unrealistic. Also in real life it can be raining when you set out on a journey, even on land.

True, but it's also not known for storming nonstop for weeks on end. It can happen, but it's also uncommon.
