That's probably due to the fact that a.) It's winter or autumn, b.) you're patrolling the North-Atlantic / North-Sea.
The weather in Sh3 is IMO way too predictable. When you're up north and it's late in the year, weather always sucks. When you're traveling south towards Africa or South-America, weather is always beautiful and the sea looks like a swimming pool as someone here put it. I believe there is a weather tweaking tool somewhere here, but don't have a link. You might try using the search function on the forum.
