Unless you intentionally go retarded at the beginning of each career, to simulate the greenness of a new skipper, I would assume you are competent, if not very skilled at manual targeting.

I use WE Assistance and still get those low scores. How?
1. I go to my assigned grid and I stay there. After a week I roll a die. On a roll of 1 I'm reassigned to another grid. After two weeks I will move on a 2 etc.

is boring. I wouldn't recommend it for everyone. My reason is that I've been playing subsims consistently for more than twenty years, and "winning" just doesn't hold my interest anymore.

I use a tool called SH3 Contacts

The readme says it allows the player to increase contacts, which is true, but it also allows me to reduce contacts.
