Unless you intentionally go retarded at the beginning of each career, to simulate the greenness of a new skipper, I would assume you are competent, if not very skilled at manual targeting.
I use WE Assistance and still get those low scores. How?

1. I go to my assigned grid and I stay there. After a week I roll a die. On a roll of 1 I'm reassigned to another grid. After two weeks I will move on a 2 etc.

It is boring. I wouldn't recommend it for everyone. My reason is that I've been playing subsims consistently for more than twenty years, and "winning" just doesn't hold my interest anymore.

The readme says it allows the player to increase contacts, which is true, but it also allows me to reduce contacts.
