You'll never get the same effect using the keyboard to move the periscope. There's no gradients of spin. It's either still, or spinning at high speed.
What you want is the peri to be hooked up to a second cordless mouse running horizontally on the inside of circular "ring". It could be part of the periscope assembly. That way the rate of spin on the screen is represented by the rate of spin of the periscope and mouse.
