No you got it all wrong, its towed behind the boat so it can detect when a NATO sub is trailing them by the sanitary tank dumps. The Victor IIIs where the 1st to have them.
Also the newest Akulas have three detectors mounted forward of the sail for when they are tracking US Aircraft Carriers since all the aviators aboard leave a massive wake of Bull S*it behind it.
