Sorry mate, I have no idea what you're talking about here (SHIV Speech Recognition). I run Vista too (64bit) and have never encountered such a thing. Straight off, it might help to know what version of SHIV you're running and what mods (if any). Have you tried disabling speech recognition in your Control Panel and then loading SHIV? BTW, welcome abroad.
