I think the two most obvious "solutions" via Commander would be to enable snow by date range, or by flotilla. But, enabled by date, I'm pretty sure you'd have snow everywhere during that time period, as already noted. Enabled by flotilla, you'd have snow not only everywhere you went but in all seasons as well. Those might be the only two options.
