I doubt that 3500 would be enough to upgrade... (Could be wrong though!!!)
You're sure you're double clicking on the u-boat type on the left and that a message isn't coming up saying you don't have enough renown?
BTW, there is a fix to give yourself more renown... You might already know that, but just in case, thought I'd mention it...
