To get an actual ship name, yes, there would have to be names for that class included in Commander's Shipnames.cfg file. But if you have a Display Name in the game's EnglishNames.cfg, I think Commander will still give you the Display Name ("Fleet Oiler," "Medium Merchant," "Tanker," etc.) that was specified for a particular class.
