I don't think you're so special in this regard. In Italy we have something like more than 50 000 laws (where France has someting like 5 000 laws). We have laws for everything, even laws that contradict one another. Can you believe it ?
We have so many damn laws, that in the end most of them are simply not enforced. Until the time you want to use them to shut your political opponent that is. But even then, we haven't had the guts to ban Kinder eggs.
