I don't have SH5 (you know why

), but with SH3/4 when I left base, that was the last BDU/COMSUBPAC heard of me until I pulled into harbour, either with no torps or no fuel 'or food'. Contacting 'home base' is just not on... unless you want to make a target of yourself.

I'm not sure what the devs have done with SH5, but go for a 'walk on the sea' for a while and see what happens.
