In Denmark you are always informed that the speed they sell you is theoritical and will change based on how far you live from the central. So I only get 15mbps effectively using speedtest.net

Yea I know it's expensive. And yes I do know it's theoretical but any day if they cap me right on either 2Mbps or 1Mbps I will usually get such speed or close except for those world parts that have less than good internet infrastructure.
The thing is for a 20Mbps subscription losing 5Mbps is acceptable while for a 1Mbps subscription being further capped to mere 0.69Mbps is annoying. It's not that because the test server was so remote but because the ISP capped the speed to 0.69Mbps instead of 1Mbps.
