Close, but not entirely accurate. That type of veteran would be entitled to be buried in a National Cemetery, of which Arlington is only one of them (and getting rather crowded). I believe that currently there are 146 National Cemeteries in the US.

With the recent scandal about record keeping, I don't think I would feel comfortable with a relative buried at Arlington.
