Yes, the 0 is the renown cost for the torpedoes. Since these are the "basic" torpedoes, they are "free", better torpedoes such as the LUT or FAT will cost you renown, thus you will see 250, 150, etc., and not a 0.
Just drag and drop them into the open slots on your boat and you are good to go.
