This is a game bug. You must save and re-load to fix.

Still can't do this 8 step thing, they miss completely... I have managed to hit using the 3 numbers and also doing a manual tdc.. I'm not even sure manual tdc will work right when hitting convoys...

If you have an UI that shows TDC dials - you will see the TDC auto setting if you follow the steps above.
Do you have trained crew? - there is a torp speed bug if you train up the torp man.

This will still work - AOB will adjsut as you move your scope to new targets, speed will be the same for all ships if they are not on alert.
This leaves you to set new ranges with stadimeter for each target.
