Well, under normal circumstances, the ceiling of the torpedo is going to be higher than the bottom of the ice pack. So once the torpedo starts homing on the target, it's going to climb and climb until it smashes into the ice and breaks.

Of course, the surface ship is likely not a threat either, as his weapons wont penetrate the pack from above either, but just what would he be doing stuck in an ice flow anyway?
