Are you sure that's a radar contact and not a link?
DW does wierd stuff with links sometimes, and one of the common link glitches is for a friendly ship to be substituted for another linked contact, so if you try to engage the contact it goes after the friendly ship. When this happens, the substitute link will occasionally flicker into its native position, but spends most of its time in the position of the contact.
