Actually, when I asked this question a few months ago (
) I learned they are more than just eye candy. They actually mark shallows that would be very detrimental to sailing into. They (GWX team or devs, not sure who actually placed them) placed a small ship next to them so your lookouts would call them out and you can avoid them.
