Hmm. Not being able to access readily available websites can be a sign of malware. You might want to check into that. I use TrendMicro's online virus scanner

As for what RUb does, it makes the game a lot more realistic and challenging, as well as fixing some bugs and adding some features. But it's something of a hardcore mod, so you might want to ease yourself into the game before trying it.
