Have you already tried to disable all background programs, like antivirus, firewall, ICQ? Also scan for spyware (use Ad-Aware and Spybot) and viruses.
Also, do you reboot the PC regularly? I hope you´re not one of those guys who don´t reboot their PC for a week or so...
