The majority of torpedo attacks take place while submerged, where a WWII sub is only capable of a few knots anyway. If it was a surface attack they would be moving slowly at night, minimizing noise, wake and bow wave which might give them away. No need to slow down when you normally attack at about 5 mph anyway.
