Like it was said already it is normal to dump your trash at sea. I don't know how the Russians do it but if the picture is any indication it's no wonder we could track them anywhere.
On my boat we didn't have room for 90 days worth of trash. So it got loaded into a steel can, weighted down, and shot out the bottom of the boat to sink to the bottom of the ocean. However if we knew we were going to be pulling into a port in the next few days we would hold the trash and offload it when we pulled in.
