It's becouse on that ship is to many passengers, so you have no chance to sink that ship. Simply calculation to sink any shipis:
Number of people on the ship
X number of buckets, glasses, barrels or anything what can bu use to pure the water outside the ship
X tonnage
= chances the ship survive the attack.
As you see better stick with fishing boats
