You already have my response by PM. I quote it below for reference, as it applies to all my mods - no express permission is required from me to use my mods:

Of course I'm OK with it - all my mods are free to modify, recompile, redistribute, sell and so on (as seen in every mod's description and readme), as long as they remain available under the same terms, i.e. as they remain free for others.

And a quote from EQuaTools readme:

you are free to do whatever you want with [the mod], but if you publish/distribute it or its derivatives, you must make it available under the same license I do ([the mod] is to stay free forever)
