Umm because there weren't many during the war?
The blockade runners, merchant raiders etc. were hunted down...the surface fleet pretty much stuck to norway and the Baltic after the Bismarck thing in 41 and Channel Dash early 42. Med a different matter, though here the Italian bbs (which we don't have in SH3 anyway) stayed in port for lack of fuel. The smaller vessels were busy though.
