The grids assigned are based on the grids the real u-boats were assigned, based on home ports. Second Flotilla out of Wilhelmshaven should be assigned a post off the Western Approaches, which would be a BF grid. I'm there right now, and have never been told to go to Konigsber.
You need SH3 Commander, which lets you choose the grid you'll be assigned.
As for the war starting in September, 14 u-boats were sent out on August 19 in preparation for the war that high command knew was coming. The August start lets us recreate that. If all you want is action, you can change your start date to September with no trouble.
