This is a separate bug I think. I don't think the 'no enough crew' message occurs with the bug you're talking about. All I can say is make sure the green bar is extended at least 3/4 of the way. Swap out crew or consider giving petty officers from a machinist qualification.
Regarding the bug you're talking about
: The speed eventually does come up. In addition to ordering back slow first, if you manipulate the CEs controls directly, that also eliminated the problem.
