GWX_DFa_Flag&Pens_2010. Not only puts the flags on your boat, but lets you raise and lower them at will. Though it would be unhistorical to fly a flag while in a combat zone, as it would take time to take it down in an emergency, and to dive with it in place would be disrepectful at the very least.
I always have mine up when I'm traversing the harbor (which for me is a favorite part of the game) and take it down once I'm at sea (which coincidentally is when I raise the RDF loop antenna).
