I've seen no changes, two patrols and got caught in one storm. I actually thought the weather was weakened.

Myself, I prefer bad weather, get your attacks off on the surface, move out and do it again. Easy to wipe out entire convoys with the deckgun and torps.

The only thing I hate is storms fade out rather fast. Nothing worse than being on the surface in a nice storm in the middle of a TF, go check your sonar and out of no where your ship gets blasted...go to the bridge and blue sky. It is cool to be on the bridge as a storm clears and watch the rain die out and clouds change, some awesome SS's. I've got a few of light rain in the sunshine, just needs to take longer.
