It doesn't really matter who's to blame within the company: the devs, the project manager, the CEO, you name it... The result is the same! Besides, the company doesn't comment publicly about those issues (not to my knowledge anyways).
One of the disadvantages of releasing an unfinished product, is that you get tons of negative reviews about it, since the game is tested just after its release. Casual gamers often check gaming websites to see if the game is worth the price: some will obviously turn away upon reading all those negative reviews and feedbacks. The game can be modded, true, but not all players know how to do it - and one still looses a considerable amount of time testing the mods to see if they are useful for them...
Not to mention the DRM/server issues and lack of proper patches to fix the most obvious bugs...
But I agree, ranting about the game doesn't fix anything. Surely, one day, SH5 will turn out to be a great game. The available mods have already fixed a considerable number of bugs, and with a little patience the modders will be able to finish developing the game. So in the end, I am still grateful to Ubisoft that they try to keep the SH series alive!
