Make sure all the .bin files (should be 7) and the .exe (just the one) are in the same place, run the .exe and all should be revealed, I think you have to point it at the steam directory as timmy41 mentioned earlier.
Where did you get GWX from? As far as I'm aware Jimbuna's signature link to FileFront is the only reliable source.
Most things that are wrong in the original SH3 are fixed/improved, anything that isn't is hard-coded and mods can do nothing for. GWX or any other supermod (LSH, WAC, NYGM) are indeed classed by the vast majority as a 'must'!
GWX is definately worth it - it is the only supermod I've used so far but the others certainly have their praises sung!
