This thread leads me to an idea: why don't you "hardcode" the default settings?
Your mod would then work without user options file at all, and who would like to modify default, would only need to add the modified lines to settings, without the need of going through all the then redundant default.
Also transitions between mod's versions would be less painful, as old config files would be compatible upwards (unless names on variables would change).
