It's an emulation of history. US Navy sub skippers were typically reassigned from sea duty after so many patrols. ( I think 5 to 6 patrols) After the patrol limit was reached for a skipper, they would rotate him out to shore duty as a matter of policy.
So to remain in command, you'd have to have some serious clout with your superiors to remain as an active boat captain. Hence, the loss of renown. You used it, pulling some strings, to stay in command despite the rotation policy.
