The Americans call them 'limber holes'. I don't know what the Germans call them. Their purpose is to allow water to flow freely between the outer hull and the pressure hull. Since the pressure hull sits low within the framework of the outer hull you can indeed see the pressure hull through them, and from the correct angle see right through to the other side.
