Awhile back someone asked the same question and response was as I mentioned before (about the Panama canal being open until US enters war), albeit that was either 2.0 or 2.1? Noticed in 3.0 that there seem to be a lot more subnets than I remember in 2.1.
Panama canal is wide enough for a supertanker, compared to a submarine its like a lifeboat in size comparison. Any sized u-boat would easily fit through the canal. Prior to the outbreak of war the US wouldn't have had any legal reason to keep German ships from using it, once the war started and the US finally embargoed Germany; while the US was neutral it would've stopped any German ships from entering.
