Just as an instance of where a player would want this - I am about to start another round of the "Wolves at War" http://wolvesatwar.org/ campaign game setting. In this case, I will be Alexander Gelhaar. As you can tell from this webpage:

when the war started he was a Kapitänleutnant - so to be historically accurate I want to be at that rank after my shakedown/training cruise at game start.
