I have 1.5 with TMO 2.0.
My prob is the surface search radar (SJ), exactly as you describe. The air search radar (SD) works as per normal (mainly I assume due to it being completely AI controlled and "automatic"). I can say the SD works as I'm still getting warnings of aircraft in the vicinity etc.
Given that I have 1.5 and TMO I guess the problem is not addressed unfortunately. I'm considering re-starting my career but I've done pretty well in this one so far and am not keen on tossing in the towel even lacking surface radar.
