Actually, by the end of the war measures were invented that greatly increased the accuracy of the V-2 with ground-based radio guidence, but these systems were not used extensively. Had these systems been used earlier and in much larger numbers, it could have turned out to be an effective weapon, especially for striking known positions of Allied supply dumps and harbours.
EDIT: Though I don't think they could have changed the course of the war much.
