Open the file, locate this section and remove the semi-colons on the lines in green, save the file. Restart the game and there ya' go.

If you want to disable the change for your next install of TMO, just save the file in the TMO Mod folder as well, and next time the you install TMO the mod won't steal the ticking noise from you.
