I encountered that, too. Maybe it's a problem with all those modded stuff that can't be loaded properly form a savegame?
But as I can load in-harbor.files, i just seek for the nearest location to stop playing if i can't get to the home-harbor. Looks funny if a BC anchors near those small supportships in neutral harbours
