It happened to me the other day, the majority of my crew died so I couldn't go anywhere and I surfaced and the game ended - then offered me the chance to surrender instead of die. Didn't know if it was Commander or GWX?
Edit: just searched the GWX manual for 'surrender' and apart from the expected nations' surrenderings and a few U-boats it's not mentioned - must be Commander!
