Didn't we already try this in the '60s, and '70s, and they became the worst impoverished, drug, murder ridden parts of every major US city which implimented it?
Giving it away doesn't exactly promote true feelings of ownership or responsibility, much less a future. It does translate into votes in some precincts.
And when riots occured what happened...they burnt the very places the gov.t gave them. Bad policy.
